As a legislator, Nathan focused on crafting legislation targeting his advocacy for Persons with Disability (PWDs), blood and organ donation, as well as heritage promotion and conservation. (See legislative work)

In 2010, he was recognized as Regional Winner during the Search for The Outstanding Councilors of the Philippines (TOCP) conducted by the Philippine Jaycees. In the same year, Nathan was also named the Disabled Filipino of the Year by the Philippine Foundation for the Rehabilitation of the Disabled, Inc.

Nathan served as Secretary to the Mayor (Assistant Department Head) under two administrations.

Aside from the usual tasks inherent to the position, he was also given additional responsibilities by leading projects such as the construction of the Almeda Highway and was assigned to manage the Civil Registrar Office for several months.

By invitation from the late Mayor Jesse Robredo, Nathan Sergio became the first chief of the Urban Poor Affairs Office (UPAO) in 1989. Through his design, UPAO successfully addressed the pressing concerns of the increasing urban poor in Naga City, particularly on land tenure security.

 

For many years, the program was held as a model urban poor program in the Philippines. Through Nathan's leadership, Naga City received the 1994 Galing Pook Award in recognition for the Urban Poor Program as one of the country's best locally-initiated programs. And in 1996, the Urban Poor Program was named "one of the world's Top 40 Best Practices" as cited by the United Nations Center on Human Settlements (Habitat II).

Accomplishments

  • Resolved long-standing land tenure issues in Naga City through the Kaantabay sa Kauswagan Program

  • Established the Persons with Disability Affairs Office (PDAO)

  • Institutionalized the city's Blood Donation Program 

​​

  • Increased the budget allocation for PWDs and Senior Citizens

​​

  • Improved the guidelines on approving new housing subdivisions in Naga City, thereby resulting to more private housing subdivision projects.

​​

  • Facilitated the construction of the Almeda Highway, the Matiway Road and the Sabang-Mabolo By-Pass Road
